Institutional Framework

The instruments governing the BCEAO are :

The Treaty on the West African Monetary Union (WAMU)entry into force on April 1, 2010

 

The creation of a common issuing institution was stipulated in Title V of the WAMU Treaty (articles 15-21).
The Statutes of the BCEAO are annexed to the Treaty

They comprise 70 articles, notably focusing on the establishment, the capital, the legal status, the operations and the administration of the BCEAO, as well as various provisions pertaining to accounting, tax exemptions, account audits and approval, and the identification and distribution of profits.

The Cooperation Agreement between the French Republic and the Member Republics of the West African Monetary Union signed on December 4 ,1973.
An addendum to this cooperation agreement was signed between the WAMU member countries and the French Republic on May 29, 1984.

The Operating Account Agreement signed on December 4, 1973 between the French Republic and the West African Monetary Union.
